Neighborhood Inspections

In order to protect the safety, health, and welfare of all residents, both Village and State codes require that property owners keep their properties safe and well-maintained. To accomplish this task, the Village of East Syracuse Code Enforcement Office investigates complaints that come in via online and by phone. We also perfom quality of life neighborbood inspections multiple times a week.

If there is a code violation at a property, the property owner is notified and has a certain amount of days to correct to correct the issue. The amount of days given, depends on the type of violation found

After the violation notice is sent, we then re-check and work with the owner to resolve the issue, if it hasn't been fixed. As a last resort in cases of non-responsive owners, an apperance ticket is issued to the property owner to appear in Village Court to face potential charges and fines.

Outdoor Storage of Material
Other than items intended for outdoor use on a residential property such as lawn chairs, barbecue grills, picnic tables, and childrens playsets are allowed to be kept outdoors. Furniture intended for indoor use such as upholstered furniture and wooden dining room furnture should not be found outside. There shall be no outdoor storage of goods, supplies, rubbish, refuse, junk or waste on the exterior of any property so as to alter the chararcter of those premises or impair the neighborhood.

Nuisance Vehicles on the Property
The outdoor storage of nuisance vehicles is prohibited. A nuisance vehicle is any vehicle that is either unregistered, inoperable, and/or unusable. An inoperable vehicle is any vehicle without a valid NYS or other governmental motor vehicle safety inspection certificate. An unregistered vehicle is any motor vehicle that doesn't have a valid NYS or other governmental registration, and specifically one which has no valid license plate, registration sticker or other lawful proof of registration. An unusable vehicle is any vehicle that is being used for parts or storage, or is otherwise incapable of being lawfully and safely used to transport persons or things. 
 
Garbage Cans Stored Outside
Garbage being stored on the exterior of the property must be stored in garbage containers with a sealed top. These containers must be stored in the rear of the property so that they cannot be seen from the sidewalk and roadway.
 
Garbage Placed Out at the Curb
Garbage containers should not be placed out on the curb any earlier than 4pm the evening before garbage pick-up. Both the Property Maintenance Code of New York State and the Village of East Syracuse Municipal Code requires all garbage placed out at the curb to be in garbage containers with a sealed top. At no time shall garbage containers be outside with no top. Garbage bags shall not be placed out at the curb without being in a sealed container.
